National Shipbuilding Procurement Strategy - Power Play, CTV June 3.wmv
OTTAWA, Ontario, June 3, 2010 -- The Government of Canada today announced the National Shipbuilding Procurement Strategy, a long-term plan that will create good jobs in high-tech industries across Canada and provide much needed ships for the Canadian Navy and the Canadian Coast Guard. The Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, made the announcement together with the Honourable Peter MacKay, Minister of National Defence, the Honourable Gail Shea, Minister of Fisheries and Oceans, and the Honourable Denis Lebel, Minister of State (Economic Development Agency of Canada for the Regions of Quebec). "Our Government made the decision to support the Canadian marine industry, to revitalize Canadian shipyards and to build ships for the Navy and Coast Guard here in Canada," said Minister Ambrose. "The Strategy will bring predictability to federal ship procurement and eliminate cycles of boom and bust, providing benefits to the entire marine industry." The Strategy, which was developed after consultations with industry stakeholders, encompasses three streams -- large ship construction, small ship construction, and repair, refit and maintenance projects. The government will establish a long-term strategic relationship with two Canadian shipyards for the procurement of the large ships -- one to build combat vessels, the other to build non-combat vessels. The selection of the two shipyards will be done in a competitive ...

Transformative Solutions in Public Procurement, by Dr. Rajendra Kumar
Transformative Solutions in Public Procurement, by Dr. Rajendra Kumar
A video presentation by Dr. Rajendra Kumar, Director, (DIT) in the Ministry of Communications and Information Technology, Government of India "A nine billion people perspective" -- the need for transformative solutions from the point of view of a rapidly developing country." The presentation was part of the workshop ""Public procurement and transformative solutions" the 3rd of October 2011 in Stockholm. BACKGROUND A number of trends are converging, eg rapid economic growth in many emerging economies, geopolitical shifts, demographic changes, ecosystem decline, unsustainable use of many natural resources -- including oil - and increasing CO2 emissions. In order to move society in the direction of a sustainable low-carbon development path, there is a need for more than incremental improvements in existing production and consumption systems -- not least in the case of investments, which are meant to last for many decades, if not centuries (such as buildings, energy-intensive manufacturing facilities and transport/communication infrastructure). Thus transformative solutions, that will allow services to be provided in fundamentally new ways, are urgently needed now. The following examples illustrate the nature of the changes that will be required: • To improve fuel efficiency when commuting represents an incremental improvement -- to help change working habits, eg through teleworking, represents a transformative shift. • To make newspaper production more resource-efficient ...

Preckwinkle Overhaul County's Procurement
Cook County Board President Toni Preckwinkle announced today a new Procurement Ordinance to overhaul the County's procurement process while expanding County's ability to engage Minority and Women owned businesses (M/WBE). President Preckwinkle was joined at Wednesday's press conference by the Inspector General, Patrick Blanchard, Cook County Commissioners and members of her purchasing team. "In my inauguration address, I laid out four principles by which we define this administration -- fiscal responsibility, innovative leadership, transparency and accountability, and improved services. Each one of these principles factors into our goal of reforming the County's procurement process," said Preckwinkle. The ordinance, which passed the County Board unanimously, re-organizes and streamlines the procurement process to avoid unnecessary delays, clarifies provisions, provides internally consistent definitions, and eliminates the redundancy and inconsistency of certain provisions. Overall, the new ordinance provides long overdue clarification of the procurement process. The new code clarifies and expressly allows for specific best procurement practices such as joint governmental purchasing and group purchasing. This enables us to proceed with efforts to do joint purchasing with the Cook County Health and Hospital System and the City of Chicago -- initiatives that will improve the efficiency of government and yield significant savings for residents. SUVARNA NEWS 24X7 - www.suvarnanews.tv - 28 April 12 - Punishment confirmed today Bangaru Lakshman: A Special CBI Court here on Friday convicted the former BJP president, Bangaru Laxman, of the charge of accepting money, to facilitate government contracts, from Tehelka journalists, who, posing as arms dealers, filmed him in a sting operation in 2001. In his 155-page judgment, Special Judge Kanwaljeet Arora held Mr. Laxman guilty under Section 9 (taking gratification for exercise of personal influence with public servant) of the Prevention of Corruption Act, 1988, and directed that he be taken into judicial custody immediately. Mr. Laxman will be produced in court on Saturday morning, when arguments on the quantum of sentence are heard. Section 9 provides for a minimum of six months and a maximum of five years in prison. When counsel for Mr. Laxman pleaded that he be released on bail, Mr. Arora pointed out that the convict's bail bond was valid only till the conclusion of the trial. The CBI had established the necessary ingredients of offence under Section 9, Mr. Arora said. On January 5, 2001, Bangaru Laxman "had accepted illegal gratification of Rs.1 lakh from Mathew Samuel, [who posed] as the chief liaison officer of M/S Westend International, and has further agreed to accept the balance amount (Rs.4 lakh) of illegal gratification in dollars as a motive or reward for exercise of personal influence on the public servants working with the Ministry of Defence," the judge ...
